Human Resource Management in Japan : Changes and Uncertainties . A new Human Resobrce Management System Fitting to the Global Economy

The book begins by discussing the traditional HRM model of Japan. This model is based on seniority-based schemes, long-term stability of employment contract, company welfare for employees, and in-house training specialists. While articulating the typical Japanese HRM, Debroux argues that Japanese HRM practices developed in a way distinct from those in countries 2 such as the USA, Germany and France: Firstly, “bonus is much more prevalent and its weight quantitatively more significant in Japan” (p.32) than it is so in Western countries. Secondly, even as bargaining framework and organization structure in these two sets of countries appear similar, in reality they are quite different and so is the size and the coverage of the bargaining agreement. Thirdly, sub-contracting is used as an alternative to internationalization aimed to lower transaction costs, and is applied widely so as to put widespread reliance on it to externalize activities. The author also highlights a sense of trust and commitment among the Japanese employee as an important aspect of Japanese management, which has helped in cementing the typical Japanese work values. Most large companies have been very reluctant to dismiss employees during recession, which has helped in developing and strengthening these on both sides.
